After an extended 10 week debate, the United States Senate voted in favor of the Neutrality Treaty on March 16th, 1978 and the Panama Canal Treaty on April 18th, 1978 by the same margin of 68 to 32. President Carter joined General Torrijos in Panama on June 16, 1978, to sign the documents concluding the treaty exchange.
